Will charging a 6500mah battery at 5000mah give the battery a full charge?

Yes, it will just take longer.

Yep, it will charge it at 5 amps instead of 6.5 which will just take a little longer like BrianG said.

If you have charger that has safety capacity cut-off, then it wont charge fully, you need to start charge again and then it stops when battery is full.
