No punch?

What could be wrong if a bl 4-pole motor have problems with no punch from standstill but pulls hard from a rolling start ?( 0% punshcontroll on the esc)

I use a spectrum rx with glitshbuster cap and god 40c lipos that works well with another esc/motor setup !

Firmware, start power, timing, LVC setting possibly too.
