Who can make a custom chassis these days?

Kyosho still hasn't released a SCT based on the '6' platform.

The RT6 is 98% the same, but the SCT needs to be ~2in longer...

Is there anyone still making custom chassis these days?

Anyone with a Ruler, hacksaw, drill and file can still make a custom chassis.
