Because sometimes a manufacturer will stretch the truth a bit. I have found the easiest way to rate an outrunner is with weight. Same for batteries. If the motor is too small, it will have to work a lot harder. If the motor is too small, it will also have trouble dissipating heat. I have that emax motor you linked to. It is about 6.5 ounces and not really all that powerful (for a revo). The air gap and stator laminations are huge too, so it isn't very efficient.
It would work, but you will either have so-so performance or the motor will burn up in short order.
