I dunno about that. Sure, truggy center/front/rear diff ratios are larger (which makes them slower), but the tires are larger in diameter, so it kinda evens out the final rollout ratio I would think. Truggies do tend to weigh a little more though, but that's nothing a larger motor won't be able to overcome.
Personally, I suspect Truggies evolved from lazy buggy makers. After all, why not simply use the solid, time-tested platform of a buggy and make some adjustments to make it closer to a MT? Ok, maybe it's not laziness per se, but rather a "if it aint broke, don't fix it" type of mentality.
