I've never seen shoulder-type screws that small before, so you may be out of luck. My solution is/was to use an alloy version of the bellcranks that use different screws, and is altogether stronger & smoother. GPM, Integy, Powerline, Newera.. they all make good replacement bell cranks, complete with screws and bearings etc (drop in upgrade).
