What we were talking about with scotchbrite doesn't involve any liquids or chemicals at all; just a power drill and a scotchbrite pad. I used one that you might have around your house already. It's the plastic scrubbing side of a household sponge.

Put the shaft of the motor in the drill, spin it, hold the scotchbrite pad lightly against the can and wait for it to do it's work.

Here's what the sponge/scotchbrite pad may look like:
