Usually, pole count is determined by rotor diameter, not by voltage. Voltage doesn't really enter into the equations at all -- you can always change windings to make up for pole count difference (for example, a 2 turn 2 pole is the same torque as a 1 turn 4 pole...)

I also think the 4 pole mentioned by Patrick will still have more torque being it has twice the magnet. Basically a 2 pole would be a 4 cylinder and a 4 pole would be 6 cylinder and 8 pole well would be 8 cylinder. Ever wonder why outrunners have more torque then our popular 4 pole inrunners?
