The only problem with those 2 points is that either way, the fan is moving air through the motor. Either by sucking it in the rear, and out the front, or sucking it in the front and blowing it out the rear, depending on whether the fan on the rear is a blower or sucker...
That wasnt ment to sound rude I swear.
Ordinarily though, a fan works better blowing down onto a heatsink for example in order to reduce its temp, and thus the temp of the item its attached too (2nd law of TD again a the heat migrates to the cooler part of the assembly). A fan designed to suck air works best as an exhaust system on a pc case for example, where it draws the hot air out of the pc via a centrifugal fan (horses for courses and all that).
