Probably not legal, but I use legalsounds.com for music (ironic isn't it?). Songs are $0.09 each, and they usually have higher quality mp3s (320). Sometimes, I'll go to esnips.com, listen to the song I want, and simply get it out of my browser cache. Probably a bit much for a non computer guy though.
For videos, I found that it wasn't worth the time. Bootlegs are low quality and half the time the movie you think you downloaded is actually a different movie renamed. I'm not even gonna suggest anything for the "other" type of videos you'd want to d/l, but there ARE places where they are free.
