As far as I can figure, sickos like this need to be found out early in life and straightened out. If this dude grew up and was still sniffing little girls knickers he would be considered a perv and might go farther than just sniffing. Sorta like the kids that have a morbid curiosity with killing animals, they grow up to be serial killers or rapists... It all starts somewhere...
