What are you guys using to measure resistance of the coils? Given that the typical DC resistance of motor wires is in the milli-ohm range, a regular meter won't show the difference between a coil and a dead short. The only useful measurement a meter would give is to see if the coils are still connected, which it shouldn't be because it would take a heck of a lot of current to literally blow a coil.
