A "filter"? The ESC is the part that determines when to brake and when to reverse based on motor rpm and transmitter action, so the ESC would have to be the part that outputs the servo brake signal...
On a side note; if this can be done, then a
simple mod could be used to provide brake lights that would only come on when braking (not reverse too).
