I don't know if it is so much a programming "issue" as it is a standard programming parameter based on the expected use of the controller. It comes from the factory in "safe start" mode, which limits the rpms to 20000. It is expected that this controller will be used on very high cell counts with slow turning motors. This is the problem on the 9L, as it gets to 20000 rpms in no time. I am trying to get some clarification on the 42000 rpm limit as well. I was under the impression that this limit was under the rated load (150 amps plus over 42000 rpms = big stress on the controller). I thought the rpms were good to 100k just like the rest when the amp/cell count limis weren't being pushed, but I am trying to find out once and for all. I had the 30150 running exceptionally well on 12 cells (very smooth), but when I jumped the cell count, the takeoff was not acceptable, so I am waiting for word from BK. The next controller you get from me will work perfectly (I have made this promise to myself), and I will test throughly before I send it to you.
