If you have got windows XP, you can select the picture, right mousebutton, sent to>email and in the screen that follows you can adjust the size..

in windows 98, you will need to resize through a 3rd party imaging software. You can always try editing it in paint, go to the image tab and select attributes, then build your blank sheet to small cm, inches or pixels. It might take a couple of times, but should work.

Or, if you use Photobucket as a host, it has a resize option.
(photobucket works well for forums, and it's free)

You have to go to a online pic site and have them host it, like

Imageshack
