I would guess the problem to be the slipper. The pinions (smaller gears) attached to the motors spin the spur (large) gear. The spur gear is not coupled to the transmission drive shaft and should not be. There are two plates that press against the spur gear that is intended to provide an upper limit of torque that the motors can put out through the drive train. The amount of friction is controlled by a spring on the shaft that is secured by a lock nut. Tighten that nut a little bit and see if the problem persists.

sounds like a loose slipper clutch. do you know what that is? It's around the big main gear (spur gear) Tighten the locknut that holds the spur gear on. The spring behind the locknut adjusts pressure on the slipper clutch.

I was just looking at that and it looks like he took off the spring and placed a spacer or washer in it place

sounds like the prob. Welcome to RCM! There is an e-maxx sub-forum but no biggie. Good luck!

what about when you go in reverse? does it go just as slow or is in normal speed?

im also curious about this, if you have a loose slipper, does this only affect forward motion?

a lose slipper will basically prevent the motor from fully engaging max torque. So it will have the same affect in both forward and reverse.
