Negative on that Brian- there are tamper-proof screws in the case. 13.8 is gonna have to be good enough ;)
The fan runs all the time, but it's quiet, and there are 2 way output lugs- they'll take banana plugs in the front and there are screw-pinch terminals with large gauge holes.
