I definitely think your Max RPM to speed theory is a great one in reducing possibly cogging or overheating from low speed operations. Certainly has the thought behind it. In addition to this gearing will help lower the mph while keeping the RPM's up.

If you're sticking to 4s, I see no reason why the 2250 or 2000kv models won't work. They are both great and plenty strong enough for 35mph. Not too mention that you do have a super low 1st gear int he Summit as well.
