Lipo Balance Wire Configuration Question ??

My Buddy just received (2) 4s Turnigy 5000mah 30-40C and we tried to charge them but the chargers will only allow charging in non balance mode ? After some trouble shooting I've found all cells to have 3.85 volts per cell but neither of my chargers or seperate balancer will recognize the one cell at all ?
The balance tab has a somewhat questionable connection due to the little metal ends being a tick loose inside the plastic plug but wiggleing the ends still will not register with the balancer. Do the wires look to be in the correct order or could there be a wire swapped around ? I'm not real sure what to check next, Please help !?
