If I'm reading this right you want to race a boat with a car, both of which will be on running on water?
Um..... no the car would loose speed and sink like a rock. The a-arms would drag, the nose would plow under the ripples and waves....Done, call the scuba team. Even with Sand paddles you have no way of keeping the nose up.

It's like having him race you in the parking lot.
