does higher gearing increase rpm or just the voltage?

ouu ok makes sense. so since my 7xl on 4s is at 35k rpms, which is right around the sweet spot or even the max rpm for a feigao motor, will i be able to gear even higher....maybe a 24/58 if my motor was only at the 170 degrees range during the entire run?
right now im at 25/68 geared for 40 adjusted mph and 41 max speed. the 24/58 will give me 49 max and 46 adjusted.
so as long as my motor temps are under 180, i should be cool to do this set up right...even though im overgeared like craaaaazy??
