Q1: I believe so.

Q2: Well, it makes sense since the bottom is more insulated. I suppose you could drill a few small holes for airflow, but not sure how much help it will be being on the bottom where airflow is minimal. Or, take a flat piece of aluminum and "line" the bottom to act as a heatspreader. Then, angle it up so part of it is exposed to airflow.
