I use red loctite on all 4 of my wheel nuts- never had an issue- only did when I used blue as it wasn't enough.

Blue- temporary
Red- semi-permanent
Green- permanent

Green is normally used on bore & bush apps as an extra measure to secure a loose-ish press fit, but if indeed green was used then the only way out is a good butane or propane torch- which means you are out a wheel and axle carrier/ bearings at the least.
Without pics it's hard to be of much help.....
