Built-in balancer is a must IMO, for safety. Say a cell in a 6S pack gets weak, it could be charged over 4.9V while all other 5 cells are just 4.05V, total pack voltage is still within 25.2V limit. this is extremely dangerous.

With a charger having built-in balancer, it knows each cell's realtime voltage, and will slow down if any of the cells reaches 4.2V. With an external balancer, it has no way to chat with the charger and will leave the pack unprotected.
