The crt.5 axle diameter is 0.1875".

the 7/32 brass tubing have an outer diameter = 0.21875", with a wall of 0.014" (x2 to have the total wall tickness).
So 0.21875" - (2 x 0.014") = 0.19075" is the insinde diameter of brass tubing.

The gap between the inside brass tubing and outer axle diameter will be:

The only thing i'll have to do will be to put the adapter on the lathe and ream it to 0.21865" and press fit the brass tubing in the adapter with a dab of green lock-tite. And drill the hole for the lock pin
I think you would be better of getting the 3/16 O.D. brass tubing and slitting it as I suggested. You would be surprised how much wobble that .00325 of play will translate to at the outer edge of the tire. With the "one size smaller" tubing you can eliminate all the play. Also keep in mind that the dimensions on the K&S tubing are "nominal" and could vary a few thousandths, leaving you with more slop that you expect.

If you didn't already know, you can order custom size reamers from McMaster-Carr (www.mcmaster.com) in half-thou increments.
