I wouldn't say that, a lower kv. motor will draw less current to do the same thing (torque), a higher kv. motor WILL draw more current to do the same thing as well. They will both be equally powerful and same torque levels for a given max rpm setup.(well, the higher voltage will be SLIGHTLY more powerful ) The only difference really is running temps, they will always be lower when you increase voltage and lower the kv. value.
