I don't scuff the wheel, but I always clean both surfaces with alcohol before gluing. Get the tire on the wheel, seated properly in the bead, and fold it back a bit to apply the CA to the bead. The thin CA will wick itself in and around the rubber. I do small sections at a time, like: Top, bottom, left, right, turn 45*, repeat. That way the tire doesn't get off center too much while gluing.

Though I have to say, the second SOMEBODY makes 1/8 buggy beadlock wheels I'll be buying 3 sets.
