Argg! I don't know why people get so hung up on the ID card thing. If I get stopped (and I am caucasion that can speak fluent English) and I don't have my wallet, the police are going to give me a whole heck of a lot of crap. Not to mention buying cigs, alcohol is not gonna happen without an ID. The AZ law is not giving police carte blanche power to stop anyone with brown skin; if fact, due to the sensitive nature they are probably going to have to be MORE careful not to do that. And really, if people are asked for ID just because they are brown, so what? The problem in AZ is caused by brown-skinned people, so it only stands to reason that they are going to be targeted. It's certainly not "ideal", but it's not going to be easy sifting through everyone until the herd gets thinned. Yeah, there is going to be some instances where citizens feel harassed, but they have no one to blame but the illegals for the necessity of it. Let's put the blame where blame is due and stop being so damned worried about hurting someone's feelings. Furthermore, if a brown-skinned person gets stopped without an ID, and can articulate clearly what happened in English, I guarantee the police are going to believe them a lot easier than a similar person who can't understand or speak English at all. And if I visited or migrated to a different country, I would be damned sure to carry what I needed.
