If purchased on Ebay send seller a email telling them what you want (refund) then file claim for item not recieved and click the box for wanting a refund. Wait till seller responds and then look for the option to escalate claim for ebay to handle it. Add note that communication is impossible with seller due to comunication breakdown/translation problems. You "should" get a immediate refund via Ebay.
I did this a couple weeks ago with a Xenon Headlight kit I bought for my wifes car, got my $130.00 refund back within minutes and kept the kit ! I'll buy the kit elsewhere and have 2 ballasts and some parts to spare. Win Win !
Haha, I should have done that w/ mine. Long time ago tho and never bothered with them again. :)
