It depends which way you look at it. Or it depends to what you are comparing. Here's how it CAN be true.

If the 1 8000 cell had the same size tabs as the 1 4000 cell then of course the tab would be getting half the load. It is my experience that the cell tabs are one of the first bottlenecks when cells are of great quality and loads are above 40C. This probably doesn't start to show up until around 30-50 C and these particular (true 150C) cells are going to overheat LONG before the cell tabs are of concern.

Here's how it could be NOT true.

If the 1 8000 cell had appropriate sized tabs (double area or circumference) then 1 8000 cell with 1 tab would be the best choice.

Here's how it is unimportant and meaningless well thought out marketing.

50+mph in most brushless setups(7.4 volts)
48 minutes average run time (1.25C average discharge)
5C fast charge capable (1p or 2p makes no difference at 5C rates)
With any 12awg wire
With any std connectors

So, when comparing to a 4000 pack of course this is a good thing , but so is a single 8000 pack. When compared to a pair of 4000 packs it isn't much better. When compared to a 8000 pack it is still no better.

You must be assuming that these cells can come anywhere near 50C while still holding something resembling a decent voltage...
