Back in the day no one sold 5mm 32p pinions. The only way to get them was drill them out. I drill out many many Robinson Racing 32p pinions to 5mm using a drill press and a little jig.
The biggest thing is to get the hole drilled so the pinion runs straight. Yes there is not much material for the grub screw but it will work. Just buy a few extra because you will ruin a few pinions.
