Yes that does seem to be the case. If I set the cutoff to 6v it seems to work pretty well for Lipo. I would have been doing it like this long ago had I had any clue it was causing problems. I do wish MM would give us an option to disable the "soft cutoff". I can see how it is useful tool for limiting power, but for my trucks I'd rather it just left the power wide open until it got to its cutoff point. At least now I know what the problem is.
