You cant get anywhere near 45mph with that little of a cell count...
You are probably better off getting an HV-Maxx or a Feigao with a MM Esc...those are the two cheapest setups I know of... PS. I have an HV for sale if you are interested...its pretty much brand new (only thing used is the motor, which has been used only ~15 times, rest was all replaced by Novak).
