Have you tried charging the low cell individually? What charger do you use?

You have to do it through the balance plug. Which means making a harness to connect that cell to the main output of the charger. So you use the built-in balancer, right? Have you run it through a stand alone balance cycle yet? Is this a new battery? It might have been shipped with a low cell (strange for TP) and the charger terminates prematurely because the other cell is too high.

Well I suppose you could have a bad cell. Is this a new battery, or does it have any warranty on it?

If you just bought it, I would ask [them] if they knew it had a bad cell...

To charge an individual cell, there are several options. Here is a couple I use:

This one requires you to build a little "break-out" board. Probably more than you want to do, but it does come in handy.

The next one is far simpler. Just take any high value resistor (I use 1Mohm) and put the leads into the balance plug for the cell you want to charge/discharge. Then, just clip your charge leads to each side of the resistor. This works well because the resistor body helps keep the leads from shorting. But you still have to be really careful.

Possible, might be that only one cell is getting properly charged. I would inspect that damaged wire more closely and repair/ replace / splice it as required, then check the cell voltages and charge it up again.
