It sounds like you have a compatability problem with your memory. That is what happens when you try to go budgit on memory. One thing that I have learned is that if you really want to build a good computer you need to invest for the best and get it over with. The problems it will save you in the long run are worth it. Never go for cheap memory.
Corsair is hardly "Budget" memory. Some mobo's and their chipsets, especially the more non familiar brand name ones like Biostar are pickier about memory then others. You get what you pay for
