Hello and welcome!

Just for those who don't know C temps, here are the F readings: outside: 113*F, batt: 143.6*F, motor: 137*F, ESC: 179.6*F.

That said, your temps are kinda high, especially for the batteries. But, it's hard to get low temps in such warm climates. I would gear down a tooth or two. Not only should this help temperatures, it should also increase runtime a little because everything is not running as hard. Of course, top speed will not be as high.

You didn't specify, so I assume you are running 4s on your lipos? You could run 5s instead and reduce the gearing even more. That would help keep your top speed while reducing the load. That should easily get you over 15 minutes.

However, to get 30 minutes plus, you're gonna need higher capacity batteries. Maybe a Maxamps 10Ah 5s pack.
