no, not frequency issue.

why futaba pcm receiver can't take mmm esc, becase the futaba pcm receiver inside pcm decoder ASIC out voltage level too low.
ppm high signal is 2.2~2.3V but mmm can't identify it is high.

so how to solve problems, just put a fail-safe unit in ch2, that's level go on 5v mmm can take and Run fine.

and why not use 2.4g or DSM receiver because range issue.
