Just the "narrowness" of the neutral range. The narrower it is, the earlier it starts to move with just a slight touch of the throttle.

I would, but I try to set my stuff up so it runs as cool as possible without sacrificing performance. It won't hurt anything to keep it higher (as long as temps are ok), but you don't get a lot of extra output. Keep it higher if you want, just monitor temps and maybe experiment to see which setting gives you the temps and performance you want.
