Most any NI cell can go to 0 , although many of the newer ones seem quite touchy about running them lower than a volt. I'd sooner think that it is because they are in series and at risk of being charged in reverse and would stil bet money on it being ok to use 0 volts even on the newer high capacity cells.

Ive been using 0.6v on the cells now, seems to work great. Each cycle I get about ~50-100mah more in them...
