According to the LED sticky, flashing red (or green) means it is seeing full reverse (or forward). The fan staying on is a bit weird though; it doesn't mention that. Like bruce said, set 0 throttle trim, EPA for forward and reverse set to 100%, and make sure there is no brake dual rate set (in Spektrum, it's one of the readily accessible settings that can be made on the fly, and lays "on top" of the reverse EPA setting).
