Yes those are the weights. If you look deeper you can find some others that come in different weight as well, which will make it possible to combine in various percentages to achieve your goal. I have never had to cut a weight to get the desired results of smooth rotation without any lundging or ocillation.

The only issue with CA glue is that it becomes brittle after it hardens/sets up, which will make it suseptable to cracking and comming apart during stress. The double sticky tape works very well, and if you hot glue over it, then trust me it will not come loose.
