The inside dimensions are correct - I typically make the inside dimensions as large as possible within the size envelope - you can put 5 gallons in a 10 gallon container, but 10 gallons wil never fit a 5 gallon container! I use foam padding when using packs smaller than the tray size, which has dual benefits - the foam offers great traction, so the packs stay where I put them, but I also can fine tune the weight balance with battery placement. :)
