I think the reduction in speed the water will cause is going to be to great to overcome the acceleration of the boat. Like Bondo said, boats accelerate pretty quickly once the prop cavitation stops and grabs. The buggy will be going from 50mph at intial entry however the water will exponentially decrease the speed over the distance traveled. While the boat will be at 40-45mph in 2 seconds...

The biggest factor is at what rate with the water slow you down...
