I've seen a couple of watercooling jackets and things for motors but nothing where the liquid is directly in contact with the motor.
Every boat cooling jacket I have ever seen allows the water to come in contact with the outside case of the motor. I have not seen one that will work with a finned neu, but they do make them for smooth can neu motors.

I think he means actually having the fins of the motor machined out into a spiral to form water channels. Then having a cover to mate that and seal it all up with water in/out puts attached to it. That would probably take some $$$ in machining the inside of the outer cover to match up.
