I think he means actually having the fins of the motor machined out into a spiral to form water channels. Then having a cover to mate that and seal it all up with water in/out puts attached to it. That would probably take some $$$ in machining the inside of the outer cover to match up.

What he probably meant was a motor designed like the one in the attached picture.

That is a cooling coil, not a cooling jacket. They work, but not as well as a jacket does.
