I have thought of making the rubber itself harder so it is less like to expand. I have thought of spreading a glue or shellac on the outside of the tire but have never tried it, I really think that taping tires doesnt help that much. Maybe one of the tire companies coming out with a belted tire they have them for some of the on road tires

It actually works better than just about anything. Two, VERY precise wraps of duct tape works wonders on tires...
