When you parallel lipos, you double the mah, but the C rating and voltage remains the same. You would have 4s 6000mah 30c in your slash, which would be more than enough power. That said, avoid the temptation of dirt cheap ebay lipos, very rarely will you find anything good for the same price as a few pints at your local tavern.
They may run well in a 2wd slash running an S can motor, but they definately wont in a 4wd truggy/buggy running a XL sized motor, thats a much more demanding application.
No lipo can go to 0 volts- no lower than about 2.5-2.7v before damage and swelling will occur in 99% of cases.
Set your lvc for about 3.2-3.4v, depending on how good or bad the batts are (higher for bad).
3s in a truggy is only possible if you used a rather high kv motor such as around the ~3000kv region, and only if it was a smaller L can sized item. Your 2200kv motor will run best from 4s lipo.
The info with your ebay lipos is quite worrying, cant imagine how many noobs would buy them thinking they could completely discharge them, only for their truck to go up in flames. 800 cycles is also rubbish, more like 300-500 at best really is what I've seen- you wont get 1 cycle if you follow the advice they give you. And all batts suffer at low temperatures- they need to be gently warmed up to about 90-100*F before they deliver full power.
$40 could have been spent alot better on Hobbycity lipos, but there are lots of other good brands out there that are fairly cheap, check out my Truck links page and scroll down to the battery part:
