Well, I ended up getting the CoolMax V-600

Not exactly the best one I could've gotten, but it was a great price for a 600W.

I memtested both sticks, and they both came out clean.
The first time I had both in, it BSOD'd three times, took one out, tested fine, took it out, put second one in, tested fine. Put both back in, and it's working perfectly.
I am just puzzled, I guess the PSU just couldn't handle two DDR3 sticks?

Bizarre.

Looks like this may be my new computer, I was thinking about returning it, and waiting for a cheap Intel Quad, but now that it's working, and working stable, I'm gonna adapt some stuff into it, see if I like it.

I still got about a week and a half left to see if I wanna return it.
